The Virginia Department of Health’s Rappahannock Area Health District will offer free flu shots Saturday, Oct. 4, beginning at 10 a.m. at the State Fair of Virginia.     A fugitive from Henrico County picked the wrong place to hide. The Caroline County Sheriff’s Office safely arrested 43-year-old Kevin Lee Richmond, Sr. of Henrico Monday on charges of escaping custody, abduction, breaking and entering, third offense of domestic assault, and driving with a revoked driver’s license. The charges stemmed from incidents in Henrico County where Kevin Richmond allegedly escaped custody from Henrico County Jail employees. Sheriff Tony Lippa said,
