It seemed like most of those assembled were snapping photos with their cell phones as Circuit Court Judge Patricia Kelly swore in both new and returning elected officials for the coming 2016 term. The ceremony took place at Caroline County Circuit Court on Dec. 21, 2015 at 4 p.m.
